Rigorous research that can be used to help policymakers develop serious answers to the aspirations and challenges surrounding the nationís youth depends on the quality and structure of data that can be brought to bear to address questions about the efficacy of educational investments, policies and reforms. For instance, the ability to link individual students to their specific teachers has led to numerous insights into the value of various educational interventions, and revealed the key importance of teacher quality as a determining factor in student learning.
